Chapter 12, ELECTION DISTRICTS


[HISTORY: Adopted by the Board of Supervisors of Shenandoah County 6-12-2001 by Ord. No. 01-4. (This ordinance superseded former Ch. 12, Election Districts, adopted 5-14-1991, as amended.) Amendments noted where applicable.]

 

§ 12-1. Establishment of districts.

The following election districts are hereby established with populations set forth as follows:

§ 12-2. Board of Supervisors.

One Supervisor shall be elected from each election district herein established thereby creating a six-member Board of Supervisors.

 

§ 12-3. Boundaries.

The boundaries of the respective election districts shall be set forth hereafter:

A. Election District #1, Shenandoah County (2000 Population -- 5843): BEGINNING at the extreme southwest corner of Shenandoah County, Virginia, at the intersection of the southern boundary of said Shenandoah County with the West Virginia-Virginia State boundary; thence with said state boundary in a northeasterly direction along the summit of Big North Mountain to the center line of State Route #720; thence with the center line of State Route #720 in a southeasterly direction to a stream crossing with Stoney Creek; thence following the center of Stoney Creek in southerly direction to its intersection with Fairway Drive, Aspen Way and Straton Way; thence turning in a southeasterly direction and following the center line of Straton Way to its intersection with State Route #611; thence with the center line of State Route #611 in a southwesterly direction to its intersection with Virginia Primary Highway #263; thence with the center line of said Highway #263 in a southeasterly direction to its intersection with State Route # 612; thence following the center line of State Route #612 in a southwesterly direction to a stream crossing with Straight Run; thence following the center of Straight Run to its confluence with Mill Creek; thence following the center of Mill Creek in a southeasterly direction to its crossing with State Route #729; thence following the center line of State Route #729 in a southerly direction to its intersection with State Route #614; thence turning in a northeasterly direction and following the center line of State Route #614 to its intersection with State Route #720; thence continuing in a southeasterly direction with the center line of State Route #720 to its intersection with U.S. Route #11; thence with the center line of U.S. Route #11 in a southerly direction to its intersection with State Route #730; thence following the center line of State Route #730 in a southeasterly direction to a stream crossing with Gap Creek; thence turning in a southwesterly direction and following the center of Gap Creek to the confluence of Gap Creek and Honey Run; thence following the center of Honey Run in an easterly direction to its crossing with State Route #826; thence following the center line of State Route #826 in a northeasterly direction to its intersection with the driveway serving a residence shown on the County's E-911 Map Book as 2114 Woods Chapel Road; thence turning and following the center of said driveway in a southeasterly direction to its intersection with an unimproved road; thence following said unimproved road in an easterly direction to its intersection with the common boundary of Lee Magisterial District and Ashby Magisterial District; thence continuing with said Magisterial boundary to its intersection with the southeastern boundary of Shenandoah County, a common boundary with Page County; thence in a southwesterly direction along said boundary to its intersection with the Rockingham County boundary line, also a common boundary with Shenandoah County; thence in a northwesterly direction with said boundary line to the point of beginning.

B. Election District #2, Shenandoah County, Virginia (2000 Population -- 5784): BEGINNING at a point of Big North Mountain at the Virginia-West Virginia State boundary line at the intersection with State Route #720; thence with state boundary in a northeasterly direction to its intersection with State Route #691; thence with the center line of State Route #691 in a southeasterly direction to its intersection with State Route #789; thence with the center line of State Route #789 in a northeasterly direction to its intersection with State Route #675; thence with the center line of State Route #675 in a southeasterly direction to its intersection with State Route #717; thence with the center line of State Route #717 in a southwesterly direction to its intersection with State Route #690; thence with the center line of State Route #690 in a southerly direction to its termination point as a State Road and intersection with Stoney Creek; thence with the center of Stoney Creek in a southeasterly and southerly direction to its intersection with State Route #691; thence with the center line of State Route #691 in a southeasterly direction to its intersection with State Route #779; thence continuing along said driveway to State Route #675; thence with the center line of State Route #675 in a southeasterly direction to a point with the terminus of State Route #710; thence with the center line of State Route #710 in a southerly direction to its intersection with State Route #691; thence with the center line of State Route #691 in a westerly direction to its intersection with State Route #710; thence following the center line of State Route #710 in a southerly direction to its intersection with Bells Lane; thence with the center line of Bells Lane to Stoney Creek; thence following Stoney Creek in a southerly direction to the confluence with an unnamed stream which passes to the northwest of a residence shown on the County's E-911 Map Book as 3940 Hamburg Road; thence continuing with said unnamed stream to its crossing with State Route #710; thence with the center line of State Route #710 in a southerly direction to its intersection with State Route #687; thence with the center line of State Route #687 in a southwesterly direction to its intersection with State Route #614; thence with the center line of State Route #614 in an easterly direction to its intersection with U.S. Route #11, thence with the center line of U.S. Route #11 in a southerly direction approximately 1.3 miles to its intersection with an unnamed tributary of the North Fork of the Shenandoah River; thence with the center of said unnamed tributary in an easterly direction to its termination point with the North Fork of the Shenandoah River; thence with the center of the North Fork of the Shenandoah River in a northeasterly direction to its intersection with the termination point of a unnamed tributary of the North Fork of the Shenandoah River; thence with the center of said unnamed tributary in an easterly direction to its intersection with State Route #698; thence with the center line of State Route #698 in a northerly direction to its intersection with State Route #618; thence with the center line of State Route #618 to its intersection with Virginia Power's 115 KV electric transmission line; thence continuing along said electric transmission line in a southerly direction to a point intersecting with the division line of Ashby Magisterial District and Madison Magisterial District of Shenandoah County; thence in a southeasterly direction along said Magisterial division line to a point intersecting with the Magisterial division line of Johnston Magisterial District of Shenandoah County; thence along the Ashby Magisterial District and Johnston Magisterial District division line in a southwesterly direction to the intersection of said division line with the southeastern boundary line of Shenandoah County on Kerns Mountain at its intersection with the Page County line; thence with said Shenandoah County boundary line in a southwesterly direction to its intersection with the common boundary of Ashby Magisterial District and Lee Magisterial District and the common boundary line with Electoral District #1 as previously delineated; thence following said electoral district line back to the point of beginning.

C. Election District #3, Shenandoah County, Virginia (2000 Population -- 5762): BEGINNING at a point on the summit of Big North Mountain at the intersection of State Route #691 and the Virginia-West Virginia boundary line and the common boundary line with Electoral District #2 as previously delineated; thence following said boundary line in a general southeasterly direction to a point where the Ashby and Madison Magisterial District line of Shenandoah County intersects with the Madison and Johnston Magisterial District line of Shenandoah County; thence turning in a northeasterly direction and following the common division line between Madison and Johnston Magisterial District to its intersection with an unnamed stream; thence following the center of said unnamed stream in a northerly direction to its crossing with Laurel Hill Lane; thence following the center line of Laurel Hill Lane in an easterly direction to its intersection with Census Tract 040400, Block Group 2, Block 2052; thence following said Census Tract Block in a northerly direction to an island in the North Fork of the Shenandoah River which is located to the southeast of the bridge on Laurel Hill Lane; thence following the center of the North Fork of the Shenandoah River to the confluence of Narrow Passage Creek; thence following the center of Narrow Passage Creek in a northwesterly direction to its crossing with U.S. Route #11; thence with the center line of U.S. Route #11 in a northeasterly direction to its intersection with State Route #605; thence following the center line of State Route #605 in a northwesterly direction to the intersection with State Route #686; thence following State Route #686 in southerly direction to the southeastern point of the Woodstock Town Boundary as established by a Town and County Boundary Line Agreement dated 12/13/88; thence following said town boundary in northwesterly and northerly direction to its intersection with State Route #605; thence following the meanderings of the Spring Hollow Farm Road in a northeasterly direction to its termination point with State Route #816, said termination point being approximately .02 miles northwest of the Interstate 81 and State Route #816 intersection; thence following the center line of State Route #816 in a northerly direction to its intersection with State Route #676; thence with the center line of State Route #676 in a northwesterly direction to its intersection with State Route #763; thence with the center line of State Route #763 in a northeasterly direction to its intersection with State Route #604; thence following the center line of State Route #604 in northwesterly direction to the intersection with the northern portion of State Route #681; thence with the center line of State Route #681 in a northeasterly direction to a point at which said state route makes a sharp turn to the southeast and intersects with an unnamed road, thence turning a northwesterly direction and following the center line of the unnamed road to a fork in the road; thence following the center line of the northernmost fork in a northerly direction to its intersection with an unnamed intermittent stream; thence following the center of said stream in a northwesterly direction to the summit of Little North Mountain near the Fetzer Gap Trail; thence following the Fetzer Gap Trail in a westerly direction to Sheffer Gap and its intersection with a jeep trail; thence following said jeep trail in a northerly direction to its intersection with a second jeep trail; thence turning on the second jeep trail and following said trail in a southwesterly direction until said trail becomes an unnamed light-duty improved road, near the headwaters of Narrow Passage Creek; thence following said light-duty road in a southerly direction to its intersection with a second unnamed, light-duty road, near the northeastern tributary of May Spring Run; thence following said second unnamed road as it meanders in a southwesterly direction and then in a northerly direction and passes to the north of the confluence of Mill Creek and Little Stoney Creek and continuing along said road as it then turns in a southwesterly direction and intersects with the common division line between Stonewall and Madison Magisterial districts of Shenandoah County; thence following said common Magisterial district line in a northwesterly direction to its intersection with the Virginia-West Virginia State line near the summit of Great North Mountain; thence following said state line in a westerly and southerly direction with its meanderings to the point of beginning.

D. Election District #4, Shenandoah County, Virginia (2000 Population -- 6007): BEGINNING at a point on the common boundary of Page County and Shenandoah County where the division line of Ashby Magisterial District and Johnston Magisterial District intersect with said County boundary; thence in a general northeasterly direction with said Magisterial district line to its juncture with the division line of Johnston Magisterial District and Madison Magisterial District; thence continuing in a northeasterly direction with said Magisterial district line to a point where said line takes a sharp turn to the northwest; thence continuing with said line to its crossing with an unnamed stream; thence following the center of said unnamed stream in a northerly direction to its crossing with Laurel Hill Lane; thence following the center line of Laurel Hill Lane in an easterly direction to its intersection with Census Tract 040400, Block Group 2, Block 2052; thence following said Census Tract Block in an northerly direction to an island in the North Fork of the Shenandoah River which is located to the southeast of the bridge on Laurel Hill Lane; thence following the center of the North Fork of the Shenandoah River in a westerly direction to the confluence of Narrow Passage Creek; thence following the center of Narrow Passage Creek in a northwesterly direction to its crossing with U.S. Route #11; thence with the center line of U.S. Route #11 in a northeasterly direction to its intersection with State Route #605; thence following the center line of State Route #605 in a northwesterly direction to the intersection with State Route #686; thence following State Route #686 in southerly direction to the southeastern point of the Woodstock Town Boundary as established by a Town and County Boundary Line Agreement dated 12/13/88; thence following said town boundary in northwesterly and northerly direction to its intersection with State Route #605; thence following the center line of State Route #605 in a northwesterly direction to its intersection with State Route #683; thence following the center line of State Route #683 in a northeasterly direction to the Woodstock Town boundary line as established by a Town and County Boundary Line Agreement dated 8/16/88 and 4/5/89; thence following with the original Woodstock Town boundary line; thence following the town boundary in a northeasterly direction to its intersection with State Route #780; thence following the center line of State Route #780 in a northwesterly direction to its intersection with the Spring Hollow Farm Road; thence following the meanderings of the Spring Hollow Farm Road in a northeasterly direction to its termination point with State Route #816, said termination point being approximately .02 mile northwest of the Interstate 81 and State Route #816 intersection; thence with the center line of State Route #816 to its intersection with State Route #676; thence with the center line of State Route #676 in a northeasterly direction to its intersection with State Route #604; thence with the center line of State Route #604 in a southeasterly direction to the Woodstock Town limits; thence continuing in a southerly direction along the Woodstock Town limits to its intersection with State Route #642; thence following the center line of State Route #642 in a northerly direction to an intersection with a farm lane on the property of William H. Logan, Jr.); thence turning in a southeasterly direction and following the center of said driveway to its intersection with U.S. Route #11; thence continuing along the center line of U.S. Route #11 in a northeasterly direction until reaching an intersection with the southernmost part of Wood Park Lane; thence turning southeasterly on to Wood Park Lane and continuing along Wood Park Lane back to its northern intersection with U.S. Route #11, incorporating all of Wood Park Mobile Home Park; thence following the center line of U.S. Route #11 in a northeasterly direction to a stream crossing with Pugh's Run; thence following the center of Pugh's Run to its crossing with State Route #663; thence following the center line of State Route #663 in a southeasterly direction to a second stream crossing with Pugh's Run; thence continuing along the center of Pugh's Run to its confluence with the North Fork of the Shenandoah River; thence following the center of the North Fork of the Shenandoah River in a southeasterly direction to a point on the bank of the North Fork of the Shenandoah near the terminus of Cox Ridge Lane; thence following along the center line of Cox Ridge Lane in a northeasterly direction to its intersection with State Route #663; thence with the center line of State Route #663 in a southeasterly direction to its intersection with an unimproved dirt road; thence following said dirt road in a southerly direction as it passes to the east of the North Fork of the Shenandoah River and intersects with an unnamed tributary of said river; thence following the southernmost branch of the unnamed tributary in a southeasterly direction to its beginning point near State Route #758; thence following the meanderings of State Route #758 to a point at the summit of Three Top Mountain; thence following an unnamed road in a northeasterly direction to the westernmost road in the Mine Mountain Subdivision; thence following the center line of said road in a northeasterly direction to its termination point; thence following the summit of Three Top Mountain in a northeasterly direction to its juncture with the common division line of Davis and Johnston Magisterial Districts; thence continuing in a northeasterly direction along said division line to its intersection with the boundary line of Shenandoah County and Warren County; thence with said boundary line, following its various meanderings, to its juncture with the boundary line of Shenandoah County and Page County; thence continuing to follow the meanderings of said boundary line to the point of beginning.

§ 12-4.1. Central Absentee Voter Precinct. [Added 8-23-2005 by Ord. No. 2005-11]

There is hereby established a Central Absentee Voter Precinct, to be located in the Shenandoah County Government Center, located at 600 North Main Street, Woodstock, Virginia, for the sole purpose of receiving, counting and recording all absentee voter ballots casts within said County in all elections. The Central Absentee Voter Precinct shall have not less than three election officers and such precinct shall be otherwise operated consistent with the state laws governing same.

 

§ 12-5. Effective date.

The provisions of this chapter shall be effective June 12, 2001 and thereafter, unless invalidated by a court of competent jurisdiction.

 

§ 12-6. Notification of voters.

The Secretary of the County Electoral Board shall notify by mail, no later than 15 days prior to the next general, special or primary election occurring on or after the effective date of this chapter, all registered voters whose precinct and/or polling place has been changed by the provisions of this chapter.
