Approved the minutes of the March 9, 2010 board meeting. Approved the agenda as presented. PUBLIC HEARING - Received citizen comments in accordance with Section 33.1-70.01 of the Code of Virginia on the proposed Secondary Six-Year Plan for Fiscal Years 2011-2016 in Shenandoah County, and on the Secondary System Construction Budget for Fiscal Year 2011. There were four speakers. REPORTS - Joe Lehnen, Area Forester for the VA Department of Forestry presented information about the local ash tree infestation. OLD BUSINESS - None CONSIDERATION OF PLANNING COMMISSION ITEMS - None PUBLIC COMMENTS (On New Business Agenda Items Only)- Carmen Connard of Edinburg spoke in support of the Virginia Cooperative Extension resolution and MOU. CONSIDERATION OF CONSENT AGENDA- Items B, C and D were placed on Consent Agenda. These items were heard at previously held committee meetings and received unanimous approval. NEW BUSINESS
A. Consideration of a Resolution for Disaster Relief declaring Shenandoah County a disaster area for agriculture purposes. Action: Unanimously approved the resolution for Disaster Relief for agriculture purposes. B. Consideration to hold a public hearing on the proposed tax rate and water and sewer rates for the Stoney Creek Sanitary District 2010-2011 fiscal year. Action: Unanimously approved a public hearing April 27, 2010 for SCSD. C. Consideration to hold a public hearing on the proposed tax rate and water and sewer rates for the Toms Brook/Maurertown Sanitary District 2010-2011 fiscal year. Action: Unanimously approved a public hearing April 27, 2010 for TBMSD. D. Consideration of re-appropriation requests. Action: Unanimously approved all re-appropriation requests. E. Consideration to adopt a resolution to reaffirm a 1997 Memorandum of Understanding between Shenandoah County and Virginia Cooperative Extension. Action: Unanimously approved the resolution supporting VCE.
PUBLIC COMMENTS (Non-Agenda Items)- none ADMINISTRATOR'S COMMENTS- none OTHER BUSINESS- Supervisor Baroncelli announced April 23 as the annual Shenandoah Valley Partnership Forum. Supervisor Helsley confirmed the recent announcement from the Governors office regarding Mercury Papers expansion and plans to re-locate the North American Headquarters here creating additional employment opportunities and revenue in Shenandoah County. CLOSED SESSION Entered into Closed Session to consult with legal counsel regarding specific legal matters requiring the provision of legal advice by our attorney, as authorized by section 2.2-3711 (A) (7) of the state code. The subject matter of the meeting is W. Denman Zirkle, et al. vs. Board of Supervisors of Shenandoah County, et al. No action taken. ADJOURNMENT - Meeting adjourned at 8:22pm.
