CALL TO ORDER - Invocation - Pledge of Allegiance - Approval of Minutes (June 8, 2010 regular meeting) - Approval of Agenda PUBLIC HEARING - To receive citizen comment pursuant to Section 15.2-4311 of the Code of Virginia, to determine whether to continue, modify or terminate the Woodstock East Agricultural and Forestal district (466.910 acres). REPORTS - Special Presentation - Strasburg High School State Cross Country Champion Recognition - Stonewall Jackson High School State 4x400 Relay Champion Recognition - Shenandoah Valley Music Festival-Dennis Lynch OLD BUSINESS - None CONSIDERATION OF PLANNING COMMISSION ITEMS: 1. A Special Use Permit and Site Plan request by Fort Valley Community Center and Library Inc. (property owners) and Shenandoah Mobile Company (Shentel) (lessee) to construct and operate a 100 foot telecommunications (flagpole) structure in a 50' x 50' fenced telecommunications equipment area; site name is Detrick. The property is zoned Low-Density Residential (R-1), consists of 4.218 acres, and is located at 6190 Woodstock Tower Road, Fort Valley, Virginia, approximately 2/10 of a mile northwest of the intersection of Fort Valley Road and Woodstock Tower Road. Tax Map ID 60-A-077.The Planning Commission unanimously recommended approval of the Special Use Permit and Site Plan with the following conditions: a. All requirements of the Building Department, VDOT and other regulatory agencies shall be met. 2. Renewal of the Woodstock East Agricultural and Forestal District (466.910 acres) for a ten year term. The Planning Commission unanimously recommended approval. PUBLIC COMMENTS (On New Business Agenda Items Only) CONSIDERATION OF CONSENT AGENDA NEW BUSINESS A. Consideration to fill the vacant Circulation supervisor position at the Library. B. Consideration of a resolution to offer employees the option of a Long Term Care Insurance program through the Virginia Retirement System. C. Consideration of a resolution to implement new plan provisions for employees VRS contribution. D. Consideration to appoint Lee Sterner to the Lord Fairfax Community College Board. E. Consideration to appoint Allon LeFever to the Travel Council as the hotel representative. F. Consideration for Shenandoah County to serve as interim fiscal agent for the RSW Regional Jail. G. Consideration to go to public hearing regarding a request from Shenandoah County SEARCH, Inc. for real estate property tax exempt status for the property they own and use as a thrift store. H. Consideration to award a bid to H.N. Funkhouser for Gasoline, Diesel and Heating Fuel Oil. I Consideration to award a bid to Holtzman Oil Corp. for Lubricating Oils and Greases. J. ADMINISTRATOR'S COMMENTS OTHER BUSINESS CLOSED SESSION ADJOURNMENT COMMENTS ON THE AGENDA A. The Personnel Committee recommends approval to fill the vacant Circulation supervisor position at the Library. No attachment. B. The Personnel Committee recommends approval of a resolution to offer employees the option of a Long Term Care Insurance program through the Virginia Retirement System. This is a benefit offered by Genworth Life Company and is an option for the employee to join at their expense. This program is no cost to the County. See Item B. C. The Personnel Committee recommends approval of a resolution to implement new plan provisions for employees VRS contribution. This resolution implements the same option of Virginia Retirement System offering to new hires after July 1, 2010 as what is currently offered to county employees in the VRS system. That contribution being paid by the County for employees in the VRS system is 5%. See Item C. D. The Personnel Committee recommends approval of the appointment of Lee Sterner to the Lord Fairfax Community College Board. Mr. Sterner fills an unexpired term through June 30, 2011. See Item D. E. The Personnel Committee recommends approval of the appointment of Allon LeFever to the Travel Council as the hotel representative. Mr. LeFever fills an unexpired term through June 30, 2011. No attachment. F. The Finance Committee recommends approval of Shenandoah County serving as interim fiscal agent for the RSW Regional Jail during the beginning phases of the project. Future discussion with the RSW Regional Jail Authority need to occur before the County considers being fiscal agent during the construction phase. No attachment. G. The Finance Committee recommends conducting a public hearing on August 10, 2010 regarding the Shenandoah County SEARCH, Inc. request for tax exempt status. See Item G. H.
